Synopsis

Human-Centered Intelligent Information Systems: Design, Development, and Evaluation for Education, Local Government, and Community Development explores how intelligent technologies can be designed and implemented to respond meaningfully to the needs of people, institutions, and communities. Moving beyond technology-centered approaches, the book emphasizes that the success of an information system depends not only on its technical performance but also on its usability, accessibility, ethical responsibility, institutional fit, public trust, and capacity to generate sustainable social value. It introduces the Human-Centered Intelligent Information Systems Framework, which integrates five essential dimensions: human needs, intelligent capability, information architecture, institutional integration, and sustainable impact. Through discussions of human-centered and participatory design, artificial intelligence, machine learning, requirements engineering, databases, privacy, cybersecurity, web and mobile technologies, user acceptance, governance, and system evaluation, the book provides a structured process for developing responsible and effective digital solutions. These concepts are applied to Philippine educational institutions, local government offices, and community settings through cases involving intelligent attendance systems, mobile and progressive web applications, public-record monitoring, community engagement platforms, and machine-learning-supported services. Particular attention is given to conditions such as limited connectivity, modest devices, organizational resistance, resource constraints, data-protection responsibilities, and the need for continuous maintenance and institutional ownership. The book ultimately argues that intelligent information systems create lasting value when they strengthen human judgment, improve public and institutional services, widen participation, protect users, and remain responsive and sustainable throughout their operational life.

Author Biography

Ferdinand V. Dalisay

Ferdinand V. Dalisay is a researcher and information-technology educator affiliated with Pangasinan State University, where his work engages the Bachelor of Science in Information Technology program. His research applies information systems to the practical needs of schools, local government units, and communities.

His published work spans web, mobile, and progressive web applications; distributed-database security; requirements engineering and the quality of Unified Modeling Language models; user acceptance and resistance in information-system implementation; and applied machine learning, including a face-recognition faculty-attendance system with voice command and a machine-learning-assisted mobile recipe-search application. His applied projects include a community engagement and complaints platform for a barangay in Binmaley, Pangasinan; a Free Patent Monitoring System for a provincial environment and natural resources office; a hotel-locator application; a multi-platform car-services reservation system; and a tutorial web application.

His research has appeared in the Asian Journal of Multidisciplinary Studies, the Southeast Asian Journal of Science and Technology, the Asian Journal of Business and Technology Studies, and The International Journal of Science, Technology and Engineering. This book consolidates that program of research into a single scholarly specialization on the responsible design, development, adoption, and social impact of human-centered intelligent information systems.
