About the Press

PTI Press is the official publishing imprint of the Philippine Technical Institute, Inc. It was established to support the creation, publication, and dissemination of scholarly, technical, vocational, and professional knowledge. As an emerging academic and research-oriented press, it provides authors, educators, researchers, professionals, and industry practitioners with a credible platform for sharing works that advance education, skills development, innovation, and lifelong learning.

The press publishes academic books, edited volumes, training manuals, instructional materials, research monographs, conference proceedings, and other knowledge-based resources. Its publications cover technical-vocational education, higher education, professional development, applied research, technology, and industry practices.

PTI Press is committed to producing accessible, relevant, and quality publications that respond to the needs of students, educators, academic institutions, professionals, industries, and communities. It also promotes research collaboration and knowledge exchange among educational institutions, industry experts, researchers, and professional organizations.

Through responsible and purpose-driven publishing, PTI Press supports the mission of the Philippine Technical Institute, Inc. to advance education, workforce development, research, and innovation in the Philippines and beyond.

PTI PRESS EDITORIAL AND BOOK REVIEW POLICY

1. Purpose

This policy establishes the editorial evaluation, review, quality assurance, and publication procedures of PTI Press, the publishing division of the Philippine Technical Institute, Inc. (PTI).

At present, PTI Press shall focus its publication activities exclusively on:

  1. Reference Books

  2. Instructional Material Books

PTI Press may expand its publishing scope to other types of books in the future, subject to the approval of the institution and the adoption or revision of appropriate editorial and review policies.

2. Current Publication Scope

PTI Press shall currently accept manuscripts falling under the following classifications:

A. Reference Book

A Reference Book is a publication primarily intended to organize, summarize, explain, compile, or provide convenient access to established information.

Examples may include:

  • Handbooks

  • Compendiums

  • Dictionaries

  • Glossaries

  • Directories

  • Catalogues

  • Bibliographies

  • Data books

  • Reference guides

  • Collections of standards, definitions, procedures, or established information

Reference Books are not primarily intended to present original research or establish new scholarly knowledge.

B. Instructional Material Book

An Instructional Material Book is a publication developed primarily for teaching, learning, training, competency development, or guided study.

Examples may include:

  • Textbooks

  • Course books

  • Modules

  • Laboratory manuals

  • Learning guides

  • Workbooks

  • Technical training materials

  • Professional review materials

  • Competency-based learning materials

Instructional Material Books should demonstrate clear organization, appropriate learning content, and suitability for their intended learners or users.

3. Review of Reference Books

Reference Books shall undergo editorial and structural review.

The review shall focus on:

  • Organization and arrangement of content

  • Consistency of headings and sections

  • Accuracy and consistency of terminology

  • Formatting and presentation

  • Tables, figures, appendices, and supplementary materials

  • Cross-references

  • Citation and reference consistency

  • Indexing and navigability, when applicable

  • Copyright and permissions

  • General readability and usability

  • Compliance with PTI Press publication standards

At minimum, the manuscript shall be evaluated by:

  • One editorial or technical reviewer, and

  • One production, formatting, or editorial quality reviewer

The review shall not be described as full academic peer review unless PTI Press specifically commissions independent substantive academic review.

Editorially and Structurally Reviewed Reference Book

4. Review of Instructional Material Books

Instructional Material Books shall undergo academic, instructional, and technical review appropriate to the subject and intended audience.

The review shall consider:

  • Accuracy and relevance of content

  • Alignment with the intended curriculum, course, program, or competency

  • Clearly stated learning outcomes or objectives, when applicable

  • Logical organization of chapters or learning units

  • Appropriateness of examples and explanations

  • Quality of exercises, activities, assessments, or learning tasks

  • Accuracy of references and attribution

  • Technical correctness of procedures, illustrations, and instructions

  • Readability and suitability for the intended learners

  • Copyright and permissions

  • Formatting and overall presentation

Instructional Material Books shall normally be evaluated by at least two qualified academic, instructional, professional, or technical reviewers.

The review may be anonymous when appropriate.

5. Reviewer Qualifications

Reviewers shall possess appropriate knowledge or expertise relevant to the manuscript.

A reviewer may demonstrate qualification through:

  • Relevant academic degree

  • Teaching experience

  • Research or publication experience

  • Professional or technical expertise

  • Professional certification or licensure

  • Experience in curriculum or instructional material development

  • Other qualifications recognized by PTI Press

Reviewers shall disclose any conflict of interest that may affect the fairness or independence of the review.

6. Basic Publication Process

All manuscripts shall normally undergo the following process:

Stage 1 – Submission

The author submits the complete manuscript and required supporting documents.

Stage 2 – Administrative Screening

PTI Press checks the manuscript for completeness, readability, formatting, author information, references, figures, tables, permissions, and other submission requirements.

Stage 3 – Classification

The manuscript shall be classified as either:

  • Reference Book; or

  • Instructional Material Book.

Manuscripts outside the current publishing scope may be returned to the author.

Stage 4 – Editorial Screening

The editor evaluates the manuscript's relevance, organization, quality, intended audience, and suitability for publication by PTI Press.

Stage 5 – Review

The manuscript undergoes the appropriate review based on its classification. One internal reviewer will be assigned, and one expert in the field specialization will be invited. 

Stage 6 – Editorial Decision

PTI Press may issue any of the following decisions:

  • Accept

  • Accept subject to revisions

  • Minor revisions required

  • Major revisions required

  • Revise and resubmit

  • Refer for additional review

  • Reject

Stage 7 – Author Revision

When revisions are required, the author submits the revised manuscript together with responses to the reviewers' recommendations.

Stage 8 – Final Approval

The revised manuscript is evaluated for compliance with the required revisions and submitted for final editorial approval.

Stage 9 – Production

Approved manuscripts proceed to:

  • Copyediting

  • Proofreading

  • Formatting and layout

  • Cover preparation

  • ISBN and metadata preparation

  • Final author proofreading

  • Final production review

Stage 10 – Publication

The approved work is formally published by PTI Press.

7. Publication Statements

For Reference Books

The following or a substantially similar statement may appear on the copyright page:

This reference book underwent editorial and structural review focusing on organization, consistency, formatting, references, and usability.

For Instructional Material Books

The following or a substantially similar statement may appear on the copyright page:

This instructional material book underwent academic, instructional, and technical review by qualified reviewers and was revised in accordance with their recommendations.

PTI Press shall accurately describe the type of review actually completed by the publication.

8. Editorial Integrity

PTI Press shall maintain appropriate standards concerning:

  • Originality

  • Proper citation and attribution

  • Copyright compliance

  • Permissions for reproduced materials

  • Responsible authorship

  • Conflict-of-interest disclosure

  • Ethical use of artificial intelligence

  • Confidentiality of manuscripts under review

Authors remain responsible for the accuracy, originality, copyright compliance, and integrity of their submitted work.

9. Review Records

PTI Press shall maintain appropriate records of the publication process, including:

  • Manuscript submission

  • Book classification

  • Reviewer assignments

  • Review reports

  • Author revisions

  • Editorial decisions

  • Final approval

  • Copyright and permission documents

  • Publication records

Such records shall be maintained for institutional documentation and quality-assurance purposes.

10. Expansion of Publishing Scope

PTI Press is currently limited to the publication of Reference Books and Instructional Material Books.

As the publishing capacity of PTI Press develops, the Philippine Technical Institute, Inc. may authorize additional publication categories, including academic, professional, research, creative, institutional, or other forms of books.

Any future expansion shall be subject to:

  • Approval by the appropriate institutional authority;

  • Development of appropriate editorial and review standards;

  • Availability of qualified editors and reviewers; and

  • Revision or supplementation of this policy.

Until such expansion is formally approved, manuscripts submitted to PTI Press shall be limited to the two publication categories established in this policy.

11. Final Policy Principle

PTI Press shall promote accessible, useful, accurate, and professionally prepared publications.

The review process shall correspond to the purpose of the publication: Reference Books shall primarily undergo editorial and structural quality assurance, while Instructional Material Books shall undergo academic, instructional, and technical review.

PTI Press shall maintain transparency by accurately identifying the review process applied to every book it publishes.
