Author Biography

Dr. Julius Cesar O. Mamaril

Dr. Mamaril is Associate Professor V, information technology educator, researcher, and academic administrator at Pangasinan State University. He currently serves as Director of the Records Management Office and previously held key administrative positions, including Director of the ICT Management Office, Dean of the College of Computing Sciences, and Deputy Executive Director of the Pangasinan State University Open University Systems.

Dr. Mamaril earned his Bachelor of Science in Computer Science from the University of De Dagupan. He also holds a master’s in public administration and Doctor of Business Administration from Lyceum-Northwestern University, as well as a Doctor in Information Technology from the Technological Institute of the Philippines–Manila. His educational and administrative background enables him to integrate computing, organizational management, public administration, and institutional information systems in his teaching and professional work.

His research interests include artificial intelligence, machine learning, educational data mining, information retrieval, data protection, enterprise resource planning, digital learning platforms, and applied computing systems. His scholarly works have examined the use of predictive algorithms for student profiling, program and enrollment prediction, academic-performance forecasting, digital library platforms, online learning systems, and critical factors affecting enterprise resource planning implementation in higher education.
